The National Laboratories are a tremendous R&D resource, but their operations are still based on a decades-old management model that no longer meets the needs of our modern innovation ecosystem. This study presents a series of concrete proposals for Congress and the Administration that can ensure the Laboratories better meet their mission and produce useful technologies that benefit the American economy.
For the past 50 years, the laboratories have served the public well and have been valuable drivers of the new technology and industries. But as the nature of technology and the needs of the nation have evolved, the laboratory management and stewardship model has failed to keep pace. This report proposes a series of pragmatic nonpartisan policy reforms needed to ensure the labs remain effective and continue to deliver national benefits to the taxpayers.
